Voluntary Home Buyout

The Voluntary Home Buyout Program targets low- to moderate-income (LMI) homeowners in repetitive loss areas. Properties acquired become public lands and are placed under conservation-based restrictions, prohibiting future development except for specific uses like stormwater management. These parcels are designated as open green spaces and can be used for non-construction activities. Homeowners must demonstrate residency during the disaster, and properties must meet LMI qualifications. The program offers fair market value for properties and may provide housing replacement incentives to help homeowners relocate outside floodplains. Additional incentives may be offered for purchasing replacement homes in lower-risk areas within the County, aiming to reduce vulnerability and manage flood risks effectively.
